Under the New York City Façade Inspection Safety Program (former Local Law 11/98), all building greater than 6 stories must have their building exterior wall and appurtances inspected by a Registered Architect or a Professional Engineer at an interval of every five (5) years and file a technical report to the department of buildings, verifying the existing conditions of the building.
There are three different statuses to classify a building:
- SAFE – The façade has no problems and is in good condition.
- Safe With a Repair Maintenance Program (SWARMP) – The façade is Safe, but needs some maintenance and repairs.
- UNSAFE – The façade has defects or loose elements that result in a threat to public safety
