Façade Inspection Safety Program (FISP)Former Local Law 11/98

Under the New York City Façade Inspection Safety Program (former Local Law 11/98), all building greater than 6 stories must have their building exterior wall and appurtances inspected by a Registered Architect or a Professional Engineer at an interval of every five (5) years and file a technical report to the department of buildings, verifying the existing conditions of the building. 

There are three different statuses to classify a building:  

  • SAFE – The façade has no problems and is in good condition. 
  • Safe With a Repair Maintenance Program (SWARMP) – The façade is Safe, but needs some maintenance and repairs.
  • UNSAFE – The façade has defects or loose elements that result in a threat to public safety

Filling Fees

Every FIPS technical report need to be submitted to the New York City Department of Building along with the specified filling fee as follows:

Penalties

Penalties enforced by New York City Department of Buildings after the filling period ends:
